    Responsibilities

    Responsible for all aspects of labor relations to ensure compliance with collective bargaining agreements, policies and procedures and federal and state employment regulations, while providing consultation, training and constructive conflict resolution for and between leadership, staff, union leadership and bargaining unit employees.  Administers daily contract policy, disciplinary and grievance procedures (including high level and complex grievances).  Responds to internal workplace complaints and external charges.  Represents PAGNY at arbitration and other third party proceedings.

     

    A day in a life of a Labor Relations Manager includes, but not limited to:

    • Developing and maintaining an effective labor/employee relations program and philosophy.
    • Serves as hearing officer for Step 2 or Step 3 Grievances.  Processes grievances and allegations of contract violations, and providing oversight and recommendations to management personnel as requested.  Negotiates the settlement for Grievance cases when necessary.
    • Leads investigations regarding both internal and external employee complaints concerning workplace issues, including but not limited to, harassment, discrimination, and violation of company policies.
    • Responsible for counseling and consulting with management personnel on the appropriate use of corrective action.
    • Responsible for preparation of Arbitration, Unemployment and Government Agency Hearings.
    • Anticipate the need for new Human Resources Policies and Procedures and recommends changes to existing policies.
    • Develops and presents training programs in employee and Labor Relations skills (performance management, performance feedback, grievance handling, labor and employment law etc.)
    • Acts as a liaison between the union and CHS departments in the interpretation and application of contractual agreements.
    • Conducts Departmental Labor Management meeting with the union and management personnel.
    • Provides supervision to assigned Human Resources staff.
    • Conducts exit interviews, as applicable.
    • Maintains records within respective database pertaining to grievances, arbitrations, investigations, agency complaints, and corrective action.
    • Consults with legal counsel as appropriate, and /or as directed by the Human Resources Director.
    • Assists with contract negotiations.
    • Performs other related duties as assigned. 

    Qualifications

    • Bachelor's degree or equivalent work experience required, in Human Resources or Employee/Labor Relations.
    • Minimum five years of Employee and Labor Relations experience with unions/collective bargaining agreements in health-care setting.
    • Advanced oral, listening, administrative and written communication skills required.
    • Excellent interpersonal skills with the ability to maintain effective working relationships with employees, management and union officials.
    • Excellent analytical and problem solving skills with the ability to lead investigations from initial complaint to resolution.
    • Ability to prioritize and multitask effectively.
